Its been a month while Google has launched the Android 4.4.3 on its Nexus devices but LTE variant of Nexus 7 was left. Despite the OTA Update currently Google is only offering the Android 4.4.3 Factory Image for nexus 7 LTE variant.
You can download the file by going through the source link below at the bottom. All the WIFi variants of the device have already received the update and now enjoying the latest Android 4.4.4.
