If you just want to browse an area at the Street Level , you just need to Zoom in that area and a Pegaman , a NOtifier that would tell you that if Street View is available for that are or not, would appear on the Right Side of the screen , in the corner. You just need to drag and drop it into a street and BOOMMM you’ll enter the Street view of that area. It is simple as that.

Also there are a bunch of new features added apart from the Street View like the Streamlined interface. Also by just clicking on the Earth logo in the top you could enable Google Earth Layers like 3D buildings , WikiPedia Stats about that area  and much  more. Also search directions have been improved with directions letting you visualize to walk and transit routes in 3D.

So these were some of the new features that were added in to the Google Earth App for Android.
